SCOPE Europe is now monitoring the Door-to-Door Code of Conduct

The Door-to-Door Code of Conduct ("Haustürkodex" in German) is a voluntary code of conduct for consumer-facing door-to-door sales in the telecommunications sector and for telecommunication providers. It was developed on the initiative of the VATM, together with telecommunications providers, and accompanied by SRIW.

The Door-to-Door Code of Conduct (Haustürkodex) is a voluntary Code of Conduct for consumer-facing door-to-door sales in the telecommunications sector. The Code was developed by VATM together with telecommunications providers, with the support of Selbstregulierung Informationswirtschaft e.V. (SRIW).
 
 SCOPE Europe now serves as the Code's independent monitoring body, marking the first consumer law–related code of conduct under its monitoring. The Code aims to strengthen consumer protection, transparency and trust in the door-to-door sales sector. 
 
The Code establishes a comprehensive and verifiable framework of more than 60 requirements, including:
 

  • Mandatory and immediate identification of sales representatives
  • Respectful conduct and the duty of consideration towards consumers
  • Clear disclosure of sales intent before entering private properties
  • Complete and transparent pre-contractual information
  • Structured complaint handling and internal compliance processes

Although participation is voluntary, the Code is designed to have binding practical effect through clear obligations, documented processes and systematic oversight.
